The All-Russian Research Institute of Radio Engineering is one of the oldest defense research enterprises. On October 27, 1908, the State Duma recommended the construction of the Scientific and Technical Laboratory of the Military Department. By the beginning of the First World War, the Central Scientific and Technical Laboratory of the Military Department was already functioning.
